Work Experience
In 2003, completed 22-year career with The Asia Foundation, a private, non-profit philanthropic organization headquartered in San Francisco, with offices in 18 Asian and Pacific countries. Since 2003, consulted with the Foundation on program design and evaluation in the areas of governance, democracy, and human rights. Over the past 26 years have completed long- and short-term assignments in Afghanistan, Bangladesh, Fiji, Mongolia, Pakistan, and Sri Lanka, and San Francisco:
Consulting Assignments
2/07-8/07 - San Francisco: Coordinated preparation of progress reports on engagement with and the receipt of funding support from non-US bilateral donors and prepared 3-10 year strategic plan to increased engagement and funding from non-US bilateral donors.
6/07-7/07 - San Francisco: Consulted on the preparation of a technical and financial proposal for a $400,000 conflict mitigation program in East Timor.
3/06-8/06 - San Francisco: Prepared technical and financial proposal for the public awareness and stakeholder consultation components of a $17 million program to strengthen the accountability and transparency of electoral processes in Pakistan.
5/05-6/05 - Mongolia: Prepared technical proposal for $1.5 million program to strengthen electoral systems, increase the accountability of parliament, and promote counter-corruption initiatives in Mongolia.
4/05-5/05 - San Francisco: Drafted close-out report on activities implemented under the USAID-funded Afghan Governance and Legal Reform Project.

6/04-2/05 - Program Manager, Afghanistan: Designed and implemented a $300,000 program of small-grants to support of Afghan civil society initiatives to promote greater awareness of human rights and the rule of law.
4/98-3/03 - Representative, Sri Lanka: Managed country program providing technical and institutional support to governmental and non-governmental organizations to monitor, document, and report human rights violations; to judicial and legal aid organizations to increase access to justice and improve the performance of the legal system; to community, research, and advocacy organizations to document and address community-level conflicts and election-related violence; and to public and private sector institutions for the mediation of community-based, environmental, and employment-related disputes.
6/95-3/98 - Director, Pakistan NGO Initiative, Pakistan: Designed and managed program of technical and financial support to more than 40 civil society and community-based organizations in Pakistan: developed innovative participatory methods to support community-based initiatives in health and education; increased the capacity of partner organizations to advocate for greater public sector investment in the social sectors, and a greater role for women in public life; and nurtured a cadre of community and civil society leaders at national, regional and local levels.
6/92-5/95 - Coordinator, Parliamentary Development Project, Pakistan: Provided overall direction for a program of technical and financial support to Pakistan’s national and provincial assemblies: outcomes included streamlined procedures for the timely publication of parliamentary debates; procedural reform and improved staffing to strengthen the assemblies’ committee systems; and expanded research and reference services, including the installation of information management systems in four of the six assemblies.
4/90-5/92 - Assistant Representative, Pakistan: Designed and implemented programs of technical and financial support to the NGO Coordinating Council for Family Planning of Pakistan and the Pakistan Judicial Academy. Served as Acting Representative as needed. Continued in this capacity through March 1998 while taking on concurrent responsibilities as Coordinator of the Parliamentary Development Project and Director of the Pakistan NGO Initiative.

10/86-3/90 - Program Officer, Asian-American Exchange: Conducted evaluative study of legal and judicial reform programming in the 1980s. On behalf of field offices in Asia, designed and implemented observation and study programs in the U.S. in the fields of law, conflict resolution, local government and the environment.
6/83-9/85 - Director, Program Management: Provided oversight on compliance with internal and external grant-making procedures and regulations and monitored spending on programs and operations. Assisted in initial efforts to computerize program and grant data.
3/81-5/85 - Program Assistant, Regional Human Rights Program: Assisted in the implementation of a USAID-funded program to promote human rights and the rule of law in Asia and the Pacific.
